The circular pointed out that according to the work plan of the State Council on energy conservation and emission reduction and the State Council's notice on Further Strengthening the elimination of backward production capacity, the Ministry of State Council pmitted the Ministry of environmental protection and other departments to strengthen the prevention and control of heavy metal pollution.
Guiding Opinions
"The notice" and the documents formulated by the State Council on the adjustment and revitalization of industries such as iron and steel, nonferrous metals, textiles and other documents require that the central government will continue to arrange special funds during the "12th Five-Year" period, and reward the underdeveloped areas in eliminating backward production capacity (hereinafter referred to as reward funds).
Notification requirements, enterprises should bear the main responsibility for eliminating backward production capacity strictly.
Comply with energy conservation
The laws and regulations of environmental protection, quality and safety should actively eliminate backward production capacity. Local governments should earnestly shoulder responsibilities for eliminating backward production capacity in their administrative areas, and urge enterprises to eliminate backward production capacity in accordance with relevant laws, regulations and policies.
These Measures apply to electricity, ironmaking, steelmaking, coke, calcium carbide, ferroalloy, electrolytic aluminum, cement, flat glass, paper making, alcohol, monosodium glutamate, citric acid, copper smelting, lead smelting, zinc smelting, leather making, printing and dyeing, chemical fiber and heavy metal polluting industries (including the scope of Textile Industry Awards).
The Management Measures stipulate the conditions and criteria for the award, the arrangement and use of funds, and the supervision and management.
