The "12th Five-Year" period is a critical period for China to build a well-off society in an all-round way. The guiding ideology of the "12th Five-Year plan" established by the Central Committee in the "proposal" is that we must hold high the great banner of socialism with Chinese characteristics. As the traditional pillar industry of China's national economy, the textile industry is an important industry of the people's livelihood and an internationally competitive advantage. It is one of the key industries to promote the manufacturing industry from strong to strong in the "12th Five-Year" period. According to the requirements of the "proposal", the textile industry must adhere to the new industrialization road with Chinese characteristics, must adapt to the change of market demand, make use of the new trend of scientific and technological progress, give full play to the comparative advantages of our industry in the global economy, and develop a modern industrial system with structural optimization, advanced technology, cleanliness and safety, high added value and strong employability. It has clearly summarized the five major functions of the textile industry in the "12th Five-Year" period, relying on scientific and technological progress and innovation as an important support for accelerating the transformation of development mode, so as to enable the textile industry to continue to play such a market position in the global economy. The main frame of reference for strengthening this supporting role is the change of market demand and the new trend of scientific and technological progress. The core connotation of this important support is precisely the first productive force of science and technology and the first resource of talents. The textile industry association will expand and deepen the outline of the scientific and technological progress on the basis of the outline of the progress of science and technology, the outline of the textile industry's brand cultivation, the outline for the sustainable development of the textile industry, and the outline of talents in the textile industry, and make a complete plan for the 12th Five-Year industry as early as possible.

Let me repeat three points below.

First, we should fully understand the great achievements made by the textile industry during the "11th Five-Year" period of industrial upgrading and transformation.

The "11th Five-Year" period is a very extraordinary five years in the development history of our country. In response to the complex changes and major risks and challenges of the complex environment at home and abroad, under the guidance of the central policies and guidelines, the whole industry has made painstaking efforts to seize opportunities, resolve conflicts and overcome difficulties, and has made remarkable progress in developing, upgrading and transforming the development mode. The textile industry association should release the opportunities of comparative advantage and trade protectionism in the post quota period beginning in 2005, and guide the industry to prevent the industry from going back to the old road of extensive development, and actively respond to challenges and speed up industrial upgrading. As early as 11th Five-Year, one year before 2004, the "11th Five-Year" outline of the textile industry technology development was released, and 28 key technical tackling projects and ten key equipment tackling objectives were put forward in advance. During the 11th Five-Year period, the "28+10" project was refined and adjusted for two times. This outline was quickly taken seriously and adopted by the various departments of the country, and thus gained strong support from national policies. Now most of these projects have entered the promotion of industrialization and become the backbone of the "12th Five-Year" promotion project.

Under the guidance of this outline, we have condensed the innovative resources both inside and outside the industry, so that the textile industry's technological content and innovation ability, quality and efficiency, environmental friendliness and labor productivity have been greatly improved. Independent research and development, integrated innovation, introduction, digestion, absorption and innovation have made great achievements. Industrialization of a large number of achievements has become an important support for the industry to transform its development mode in the new era. The total factor productivity (output value) of textile industry increased from 62.52% in 2005 to 75.78% in 11th Five-Year. It increased by 13.27 percentage points, 31.81 percentage points higher than that in 2000. During the "11th Five-Year" period, a series of important breakthroughs were achieved in tackling new fiber materials. Polyester fiber, viscose and other chemical fibers took on a high starting point, large-scale and low-cost localization road with independent research and development technology as the main body, and the level of differentiation continued to improve. There were new progress in the application and development of natural fibers and fibrin fibers. New fine spinning technology, new weaving technology and nonwoven technology, clean dyeing and finishing technology, industrial chain product development and innovative technology, new industrial textiles and ecological health textile technology, new equipment manufacturing technology, computer and information technology, and digital, intelligent, nano technology, biotechnology, various dyes and chemicals, auxiliaries, solvents, oil agents, a variety of mother particles and other fine chemical technology have been greatly expanded in the application field of textile industry. The construction of independent brand has enhanced the overall quality of quality, innovation, quick response and social responsibility of a large number of local products. It has not only been widely recognized in the domestic market, but also has gradually entered the international market conditions. These advances have become an important basis for promoting the transfer of China's textile industry from the global textile and garment manufacturing links to the high-end transfer of global textile and garment creativity and supply chain control, and promoting the transfer of structural gradient in East and West China.

The following set of data can clearly show the major changes in the transformation and development of the textile and garment industry.

The development of the textile industry has further shifted to domestic demand. The continuous growth of domestic demand and the upgrading of consumption structure have become the first driving force for the development of China's textile industry. Over the past four years, enterprises above Designated Size have increased from 36 thousand and 500 to 53 thousand and 700 in 2009. During the same period, the number of employees increased by 12.81%, and the output value increased by 83.65%. The per capita output value increased by 56.82% at the comparable price, and the proportion of domestic sales increased from 71% to 81%.

In the first 4 years of 11th Five-Year, the output value of textile industry was reduced by 24.44%, energy efficiency was 38.69%, and the production capacity of polyester recycled fiber reached 7 million tons, with an annual output of 4 million tons.

From 2001 to September this year, the textile and garment trade surplus totaled 10856 billion US dollars, accounting for 85.98% of the national trade surplus. After 2006, although the export of mechanical and electrical products and emerging industries grew rapidly, the textile surplus amounted to 640 billion 400 million US dollars, still accounting for 60.87% of the whole country. In the 1-9 month of this year, the textile trade surplus is 1.15 times the national trade surplus.

The growth structure of clothing and fabric exports has undergone a fundamental transformation. The fifteen period mainly reflected the release effect of comparative advantage after China's entry into WTO, and the export volume of clothing increased by 98.65%. The contribution rate of quantity growth accounted for 89.93%, and the contribution rate of value growth was 10.07%. In the first four years of 11th Five-Year, the export volume of clothing increased by 51.41%, of which the contribution rate of quantity growth decreased from 98.65% to 35.49%, and the contribution rate of value growth increased from 10.07% to 64.51%. Similarly, the export volume of textile fabrics increased by 128% during the "fifteen" period, of which the contribution rate of quantity growth was 74.25%, and the contribution rate of value growth was 25.75%. In the first four years of 11th Five-Year, the export growth rate was 35.36%, of which the contribution rate of quantity growth decreased from 74.25% to 27.47%, and the contribution rate of value enhancement increased from 25.75% to 72.53%. This is a strong test of the upgrading of China's textile industry.

Under the influence of the basic role of market allocation of resources and the macro strategy of the central and western development and the adjustment and revitalization plan of three years, China's fixed asset investment continued to grow rapidly in the 1-9 months of this year, while the proportion of fixed assets investment in the eastern region dropped from 77.32% in 2005 to 53.93%. The proportion of central fixed assets increased from 16% in 2005 to 34.71%, and in the West from 6.7% in 2005 to 8.36%. The eastern region is taking the lead in its development and is upgrading from quantity to quality and efficiency. Many famous domestic brands have landed in Xinjiang. In the past, labor exporting provinces, such as Henan, Anhui, Jiangxi, Hubei, Hunan and Sichuan, have become the key areas to actively undertake industrial transfer. A large number of textile industrial parks are being built, and a large number of new textile industrial clusters have sprung up in the Midwest.

However, as pointed out in the "12th Five-Year plan" proposal, there are still many extensive, inconsistent and unsustainable factors in the development of the textile industry. Especially after the impact of the financial crisis, the whole industry is more aware of the transformation and upgrading of the way of development that has already been realized. It has strengthened the spirit of speeding up the implementation of the "12th Five-Year plan" proposal. It should seize the rare historical opportunities and face many predictable and unforeseen risks and challenges. This has enabled us to incorporate new ideas and new knowledge and measures into the 12th Five-Year science and technology platform.

Two, we must grasp the two major domestic and international situations, firmly grasp the central link of developing the modern industrial system and enhancing the core competitiveness of the industry, giving full play to the important supporting role of scientific and technological progress and innovation, and break through the strategic difficulties of strategic significance.

In 2000, when the textile industry summarized the tasks of large-scale structural adjustment and strategic adjustment of state-owned enterprises during the "95" period, the whole industry announced the opportunity to seize the new century and set the goal of building a modern textile power in 2020. Based on the domestic and international situation, we sum up the achievements of the "fifteen" and "11th Five-Year" plan, and tentatively formulate the four major goals of the textile power, namely, in 2020, we have basically built up a strong textile and technological power, a strong textile brand, a strong textile power and a strong textile talent. In the practice process of these four strategic objectives, a series of strategic adjustments are continuously carried out through optimizing the industrial structure, productivity structure, enterprise organizational structure and the strategic layout structure of regional coordinated development.

A powerful country in science and technology is an important cornerstone of textile power. Brand power is the concentrated expression of core competitiveness of textile power and carrying high added value of the market. Sustainable development power is an important focus of textile power, and it is also a need for implementing the basic state policy of conserving resources and protecting the environment.

The integration of information technology into the R & D, design, production, marketing, supply chain management and decision-making of textile industry, the allocation of resources at home and abroad, the competition and cooperation under the conditions of e-commerce, logistics network, and the integration of vertical and horizontal industrial chains are a ubiquitous and strategic strategic issue with the times.

Applied basic research is the source of industrial technological progress and innovation. In the "12th Five-Year" Textile Science and technology outline, we have listed a comprehensive strategic focus. For example, a strategic topic that has universal significance affecting the international competitiveness of an industry, and a strategic topic affecting the sustainable development of the industry, may bring about a revolutionary breakthrough in the textile industry, a comprehensive cross disciplinary frontier and so on. It is hoped that it can give tips and guidance to key research institutions and tertiary institutions, as well as to give due attention and financial input to relevant administrative departments and large enterprises, financial and venture capital institutions.

The textile industry "12th Five-Year" outline of scientific and technological progress is promulgated to eliminate the misunderstanding of the textile industry in the society and even some important government departments. Three, to achieve the goal of the "12th Five-Year" outline of the scientific and technological progress of the textile industry, we need to accelerate the construction of a strong technological innovation system.

While we fully affirm the acceleration of technological progress and innovation capability of China's textile industry, we should also be soberly aware that textile technology is still dominated by tracking and imitation. The core technology of original scientific achievements and independent creation is not much.

In the proposal of the Central Committee on the 12th Five-Year plan, we elaborated on "perfecting the technological innovation system and mechanism" in the twenty-eighth article, which is the direction advocated at the national level and applicable to the textile industry. The whole industry must conscientiously implement the actual needs of the industry's technological progress and enhance the ability to innovate.

Deepening the reform of science and technology system is the most important driving force for emancipating innovation and enhancing the ability of innovation in the industry. Referring to the series of measures to construct the innovation system in the "suggestion", we need the industry to attach great importance to it. The textile industry association will organize and implement it locally and in time.

The effect is also outstanding, and we need to further sum up our experience and promote it.

To enhance the innovation power of scientific research institutes and universities, and encourage large enterprises to increase R & D investment (the outline is proposed to exceed 3.5%, and some enterprises now reach 10%), and stimulate the innovation vitality of small and medium-sized enterprises. (at present, we should expand cooperation between the association and local governments to build a public service platform, give play to the role of five major service systems), and give full play to the main role of entrepreneurs and technology leaders in technological innovation. (textile industry innovation team should be constantly improved, especially the lack of all kinds of leading talents and excellent engineers, outstanding product designers, product development from market demand, lack of fashion sensitivity, more closet doors, more emphasis on research and light engineering, heavy management marketing, light technology, and encourage invention and creation. At the government level, policies and measures related to the innovation system will continue to improve. We should fully strive for policy support. We should promote the integration of technology and finance and cultivate and develop venture capital. (at present, there is no risk investment in the textile industry in China, and venture capital investment in domestic enterprises has emerged, such as George's).

We should implement the intellectual property strategy, improve the legal system of intellectual property rights, and strengthen the creation, utilization, protection and management of intellectual property. (this has become an important part of cooperation between the association and foreign organizations. It has been put on the agenda of how to protect and strengthen intellectual property creation, utilization, protection and management according to law.

Seize the opportunity of national education reform, comprehensively improve the quality of higher education, accelerate the development of continuing education, support ethnic education and build learning oriented enterprises. We must respect knowledge, create and work. We must respect school autonomy, respect the status of teachers and students, update educational ideas and methods, reform curriculum, educational links and contents, guide and explore and think about industry problems. We should guide and support the university to do a good job of cultivating talents, and actively carry out basic frontier research and social services. The core idea of building an innovation system is to adhere to the principle of "people-oriented" and promote cooperation. Scientific management thought is very important for building an innovation system. We already know that cooperation and division of labor generate productive forces without cost of capital, which is the natural force of social labor. A certain mode of production or certain industrial stage is always associated with certain joint activities or certain social stages, and this common way of activity is productivity itself.
