In 2011, the China Silk Association held the work of the Secretary General (director and manager) of the Silk Association (company) of all provinces, autonomous regions and municipalities in Xizhimen, Beijing.

Forum

Leaders of the China Silk Association, Tang Lin, vice chairman and director of the National Cocoon Silk Office of the Ministry of Commerce and other leaders attended the meeting. Nearly 30 representatives from 12 provinces (autonomous regions, municipalities and municipalities) of Zhejiang, Jiangsu, Guangdong and some silk enterprises attended the meeting.

Wei Bo, director of the National Cocoon Silk office, introduced in detail the economic operation of the cocoon and silk industry in 2010 and the work of the industry in 2011. Yi Hui, President of the China Silk Association, summarized the conference.

The meeting was presided over by Qian Youqing, deputy general manager of China Silk Industrial Corporation and Secretary General of China Silk Association.

The conference discussed the development of cocoon and silk industry and the related work of provinces, autonomous regions and municipalities, completed the established agenda and achieved good results.


The conference analyzed the economic situation of the whole industry in 2010.

The conference held that in 2010, under the background of the slow recovery of the world economy and the strong growth of domestic economy, the cocoon and silk industry in China overcame all kinds of adverse factors. By speeding up the adjustment and upgrading of industrial structure, stabilizing export markets, expanding domestic market, and constantly improving the level of science and technology and management of the industry, the quality of the operation of the industry has been significantly improved.

The main characteristics of the industry's economic operation are: Sericulture production has gone up and up, and the income of sericultural farmers has increased substantially; the production of silk products has been rising and falling, and the economic benefits have been growing steadily; the export of silk products has gone up and down, and the situation of price increment has been reduced obviously; the consumption of silk has been increasing continuously, and the highlights of domestic products are prominent; the price of cocoon silk is running high, and the supply of raw materials continues to be tight.

Generally speaking, the cocoon and silk industry's economic momentum has been further consolidated, but from the production and export situation, it has not yet recovered to the level before the financial crisis.


The conference introduced the main tasks of the association this year, and focused on organizing the 2011 China International Silk forum, carrying out industrial technology training, strengthening industry statistics and information services, doing a good job of editing and Issuing the "China silk Yearbook", promoting the international standardization of silk standards, and making preparations for the sixth member congress.

The delegates exchanged views on the work carried out by the provinces (autonomous regions and municipalities) last year and the development of their respective industries, and talked about experiences and suggestions on how to strengthen the work of the association and better play the role of bridge and link in the trade associations.

This year, the overall situation of cocoon and silk development has been improving, but some new problems have emerged. For example, the decrease of rural labor force, the effect of price matching on sericulture production is still not high, the growth of mulberry garden area is limited, the contradiction between supply and demand of raw materials still exists, and the problems of "recruitment difficulty and shortage of labor" are still prominent, and the pressure of enterprise operation is heavy, the burden of enterprise tax is heavy, and the overall profit level of the industry is not high, which leads to insufficient investment in R & D, low added value of silk products and weak market competitiveness; especially, the outbreak of "white moth" pests and diseases in the United States, such as Rizhao, Weifang and Qingdao, is serious in Shandong, and has spread to Anhui, Jiangsu and other places, which has directly threatened local sericulture production this year, hoping to arouse the attention of relevant state departments. The meeting stressed that 2011 is the opening year of the 12th Five-Year plan and the second ten year opening year of the century. The cocoon and silk industry is facing a rare historical opportunity and development environment, but also faces severe challenges.

First, the momentum of economic recovery in the global economy, especially the major developed countries, is still insufficient, coupled with the recent unstable and complicated international situation, which has increased the uncertainty of the global economic growth this year. The two is that the domestic cost of various factors has entered a period of concentrated rise, which has significantly increased the pressure on production and operation of enterprises. Three, the RMB exchange rate has continued to rise, and the export commodity prices have risen sharply, which will continue to weaken the competitiveness of export prices of silk products; four, the continuous increase in the deposit reserve ratio and the deposit and lending rates of banks, increasing the financing difficulties and operating costs of enterprises; five, the high price of cocoon silk, and the long run of raw material prices can not be pmitted to the downstream industry chain, and the export market has not yet fully recovered, so that enterprises will face the operational risks brought by price adjustment at any time. Considering the current international and domestic macroeconomic situation, there are still many uncertainties in the development of the industry.


The meeting called for the provincial (regional, municipal) silk associations to give full play to the role of bridges and ties, to consolidate the competitiveness of industries, to assist the relevant departments of the state in doing basic work in various industries, to continue to strengthen the statistical analysis of industrial data, to summarize the feedback industry in a timely manner, and to put forward suggestions and suggestions on the development of industries according to the actual conditions of various localities. We should constantly strengthen the sense of service, innovate the service mode, improve the quality and level of services, conduct in-depth investigations and studies, make good contributions to the government and enterprises, and make greater contributions to the stable and healthy development of China's cocoon and silk industry in the new era.
