What are the measures that the EU will take? For this reason, the reporter interviewed experts who have long been committed to anti-dumping and anti dumping, and the director of shoe making office of China Leather Association.


Reporter: Hello, Director Wei, what will be done in the future after the EU cancels the anti-dumping duty?


Wei Yafei: as far as we know, the European footwear Federation is looking for a comprehensive counter-measures that can cover dumping and other unfair trade practices, market access and respect for intellectual property rights.

There are various indications that the European Commission and the European footwear Federation (CEC) are in the process of brewing a new round of trade remedy investigation. Once Chinese enterprises have problems in their five aspects, they will initiate various protective measures to counteract them, which will definitely bring new impacts on China's footwear industry.


Reporter: what are the specific contents of the five aspects set by the EU?


Wei Yafei: after the cancellation of the anti-dumping duty, the European Commission intends to set five protective measures for footwear products:


First, the European Commission will focus on monitoring the import of all leather shoes to ensure that no new dumping and other unfair practices occur, thereby avoiding damage to the European industry again.


Second, the European Commission said it would promote the use of mandatory origin labels for imported footwear products and identify the source of products so as to prevent Chinese products from counterfeiting their origin into the European market.


Third, the European Commission is committed to strictly monitoring violations of intellectual property rights.


Fourth, the European footwear Federation called on the European Commission to urge the Chinese government to open up high-end retail market, hoping to make profits in China's fast-growing consumption segment.


Fifth, the European Commission is investigating whether China's export credit policy violates the relevant provisions of the WTO, with a view to making it difficult again in countervailing measures.


Reporter: in the face of these five measures set by the EU, how do you think domestic shoe manufacturers should deal with?


Wei Yafei: in order to prevent the implementation of the EU's new round of trade remedy measures, the China Leather Association has also made the following suggestions to domestic shoe manufacturers:


First, after the anti-dumping duty is stopped, a large number of leather shoes orders will enter the Chinese market, or the order date of traders will be set after March 31st. This will easily cause the number of leather shoes products to enter the EU market after April, and the European Commission will seize the truth.

Therefore, export enterprises must control export volume, extend export period and avoid concentrated export in 4-6 months.


Second, the European Commission will introduce mandatory measures of origin identification in the near future, and will strengthen Customs supervision and product verification of EU countries.

The production enterprises must indicate the origin of the products on the product label according to the actual situation, and resist the illegal operation of traders (not producing the origin or labeling other origin areas), so as to ensure the smooth export of their products.


Third, the protection of intellectual property rights has always been the most concerned issue of the footwear industry association of Europe.

Shoemaking enterprises must abide by the law of intellectual property protection, strictly prohibit the use of forgery, counterfeiting and other methods to encroach on international brands registered logo, color block, hardware accessories modeling, sole modeling and surface modeling, so as to avoid infringement of intellectual property rights.

Fourth, enterprises should first check whether they are beneficiaries of the export credit policy subsidized by the government, including whether they enjoy low interest loans, land concessions and tax returns.
