On the one hand, we should raise funds for increasing the income of workers for enterprises in low income industries.
According to the reform plan of the Shaanxi provincial government, these funds come mainly from three sources. First, the tax department implements the whole industry tax rebate for the state-owned enterprises in the textile industry, and replaces the state tax paid by the enterprises to the local retained land and most of the local taxes. The two is that the government finances to raise funds for the enterprises, and the three is that the enterprises are required to share some of their operating profits to the employees.
After raising funds, the Shaanxi provincial government on the other hand called for all these funds to increase the income of workers.
In the opinions on establishing and improving the post allowance and wages for seniority in state owned and state owned textile industrial enterprises, the Shaanxi provincial government explicitly proposed to ensure that the annual average per capita wage income of the state-owned and state holding textile industrial enterprises reached more than 20 thousand yuan in 2011, and the post allowance and the length of service for workers should be greatly increased.
